2010 250 cc motorcycle 5 speed

Bike is manufactured in china, nbsp; bikes are still in production or at least being sold online as new, have the owners manual and pink slip
I bought bike a couple of months ago to learn to ride becaus, or me it was a lighter weight bike. I only rode it a few times and havent had the time or incling to use bike much. It is stored in my storage indoors, nd is registered.
Bike starts up and runs with full choke.... never tuned it right enough to run without choke. battery appears to be original... usually have to charge it.couple of scratches on fenders and gas tank. surface rust on spoke rims. seat is cracked, ike is not shifting into 5th gear for unknown reason..... might need repair or simple adjustment. Bike runs on full choke and intermittenly without choke.
Before riding bike, would recommend a shop to run a safety inspection.
