1961 Vespa 150cc - excellent condition, beautiful colour combo, read description

I love this scooter and wanted to use it but never had the time. It was restored a few years ago to an exceptionally high standard.
It was last run about 2 years ago and just had a service to get it going again, ut there is an issue that the engine isn't getting a spark so won't start. My local tech wasn't experienced enough and I didn't want him to tear it apart and complicate the matter. Diagnosis is the ignition/battery?
I know very little about bikes, 'm a car guy, ut for sure the scooter itself is in excellent condition and I'm confident this is an easy fix. I simply don't have the time or energy to work on it myself.
Inspections are more than welcome and I can answer any questions quickly.
The scooter will need to be re-titled when it's running, have the old title from the previous owner in New York (he was a collector).
